The CHRO complaint, filed by the student’s mother, Shabree Brown, maintains that Hartford Open Choice students are treated more harshly than district students and at times are punished as a group, not for individual transgressions.

Brown and her lawyer, Giovanna Shay of Greater Hartford Legal Aid, are asking South Windsor schools to publicly address the issue of racial intolerance and implement strategic initiatives to improve the climate in the schools for students of color.
