Still, he expressed optimism over the agency’s strategy of partnering with grassroots groups — youth groups and faith-based groups — to create short-term protections and long-term policy solutions.

“So many of the people who are affected have chosen to take matters into their own hands and demand that the law reflect justice and dignity, not just power and profit,” he said. “That’s how I find hope in this work.”
