Access to civil legal aid is an essential service, Torres insists.

“Equal justice – what could be a more basic service in our country,” he said. “And yet there is such limited availability in our communities. One recent study said we are meeting only about a quarter of the need in our communities.”

Trump’s proposal to cut funding to the Legal Services Corporation would be “significant,” according to Torres. Statewide, those federal dollars represent $6.5 million for low-income legal aid, he said.
