The project-based contract provides that HUD will subsidize the rents for residents of the Alms so that no family pays more than 30% of its income toward rent.

Legal Aid Society of Greater Cincinnati, representing four residents of Alms Hill Apartments and the Alms Resident Association, filed a federal lawsuit last week against HUD to stop the abatement of the subsidies.

Legal Aid contends the city of Cincinnati has never required residents to relocate from the building due to unsafe conditions.
